what down means is that the connection to the console is down, not the
host itself (it could be quite happily doing it's job).  if you connect
to one of the downed consoles, you should see you can't interact with
the console until you bring the console connection up.  now, if the
'ondemand' option is in use, conserver will connect to the console when
a client connects, so you'd only see things in the 'up' state when
someone is interacting with it.  if neither of these cases is true, then
there could be a bug, but i'd need to know what version you're using.
