Can not install conserver in other directory (Segmentation fault)

I tried to make an image for diskless installation. When I installed the conserver into the /install/netboot/rhels5.2/ppc64/service/rootimg, I found it could not be started correctly
The conserver package I used is conserver-8.1.16-7.ppc64.rpm
rpm -ivh --root=/install/netboot/rhels5.2/ppc64/service/rootimg /install/postscripts/xcat/RPMS/ppc64/conserver-8.1.16-7.ppc64.rpm
