Cisco 3500-XL

I've connected a few Cisco 3500 XL devices and have noticed that
pins 2 and 7 on that device are not being used.  Typically
those pins are DTR and DSR.  Some cisco devices come with
these pins enabled and some disabled.  Is there a logic behind
why some have them and some don't?
