console reinitialization

Hello,

I too am experiencing problems with lost carrier/reinintialization,
however we're using cyclades Z serial servers. The servers work fine
with tip, but using tip to talk to 200+ ports is "not optimal". It looks
like the code should be setting CLOCAL on those ports, but I don't know
the software well enough to really know.

conserver 7.2.1, cyclades cz driver 2.11, freebsd 4.3.
